NOTIFICATION of an investment proposal

On the basis of Art. 4, para. 1, in conjunction with para. 3 of NORIOVOS, as Contracting Authority, we notify the public of an amendment to an investment proposal as follows: "Changing the parameters of a wind generator concerning a rated power of 1.5MW per 2MW, tower height 78m, rotor diameter 80m in PI 23769.52.106 in the land of Dropla village, Balchik, with an area of 4617 sq.m., type of territory – urbanized, UTPs – for electricity production, part of a property with an identifier 23769.52.100 in the land of Dropla , Balchik Municipality". The wind generator was approved by Decision NoVA-179-IP/2007. director of RIEW Varna.

Characteristics of the investment proposal:

1. Summary of the proposal:

The change in IP refers to the construction of one wind generator NG3 in GO 23769.52.106 in the land of Dropla, Balchik, and concerns a change only of the installed rated power of this wind generator from 1.5 to 2 MW.

For the investment proposal /IP/ for the construction of three wind turbines in GO 23769.52.100 in the land of The village of Dropl, Balchik, an assessment of the need for eIA was issued and a Decision was issued with an assessment "not to carry out EIA" NoVA-179-PR/2007. director of RIEW Varna. For the site by the Chief Architect of Balchik Municipality, a building permit was issued and entered into force. One of the three wind turbines was built and put into operation in 2010. on land property 23769.52.105.The second of the three agreed wind generators – BG3, which will be built in the northernmost part of land property 23769.52.106, with parameters as follows: hub height – 78m, rotor diameter – 80m, rated power – 2MW.

2. Description of the main processes, capacity, total area used; the need for other ancillary or maintenance activities related to the main object, including the use of existing or need to build new technical infrastructure (roads/streets, gas pipeline, power lines, etc.), envisaged excavations, estimated depth of excavations, use of blast:

The current IP is for changing the parameters of a wind generator in GOI 23759.52.106 with an area of 4617 sq.m., and the realization of the IP is not related to a change in the purpose of agricultural land, since at present the property has a permanent purpose "urbanized territory" and a way of permanent use "for electricity production". The wind turbine will be stationed in the northernmost part of the property.
The wind generator to be built has the following parameters: hub height – 78m, rotor diameter – 80m, rated power – 2MW.

The connection of the wind generator to the energy network of the country will be carried out through underground cable line 20kV to an existing Main Distribution System (GRU), built in PI 23769.52.105, and from the GRU via underground cable line 20kV to an existing Ž pillar of the 20kV air power line "Cry Dole". Gru in PI 23769.52.105 and cable line 20kV from gru to existing RR pillar are built and put into operation.

For the underground power line 20kV, connecting VG3 with the GRU in PI 23769.52.105, it was developed and agreed with opinion no. 26004882/22.10.2009 of the Director of RIEW Varna PUP-Plot Plan. All properties through which the route of the power line passes are owned by Long Em Ltd.

Access to the IP is made through a municipal road prespa – Dropla. Access to VG3, subject to the amendment of the IP, will be carried out by a service path in the same property 23769.52.106, for which Decision No 4-336-PR/2009 of the Director of Riew Varna was issued with the assessment "not to carry out an EIA". This decision also carried out an assessment for the construction of a crane site on the property. For the construction of the access road and the crane site is not intended to change the purpose of land, because the area of this infrastructure is included in the changed purpose of property No23769.52.106.

There is no need for ancillary or supportive activities.

Due to the design of the IP completed with a building permit, the main processes for the creation of the site are construction and operation. During the construction period, earth and bulk works, concrete works (formwork, reinforcement, concrete), installation works will be carried out. The humus layer will be seized to a depth of up to 30 cm. Explosive works will not be carried out.

3. Connection with other existing and approved activities with a development or other plan within the scope of impact of the investment proposal site, need to issue coordination/permit documents under a special law, approval/authorisation body of the investment proposal under a special law: None.

Access to the generator will be made through a service path for which an EIA assessment procedure has been carried out and a decision 'not to carry out an EIA' has been issued. The realization of the IP is not related to a change in the purpose of agricultural land, since at present the property has a permanent purpose "urbanized territory" and a way of permanent use "for electricity production".

4. Location:

The wind generator will be located in the contracting authority's own UI 23769.52.106 with an area of 4617 sq.m., with a permanent purpose "urbanized territory" and with a way of permanent use "for electricity production". For construction activities and the need to organize temporary sites for excavation land masses will benefit this property. 

5. Natural resources intended for use during construction and operation:

During construction and operation, the following natural resources are envisaged to be used:

– during construction – sand, gravel, water;

– no natural resources will be used during operation other than wind power.

6. Expected substances to be issued by the action, including priority and/or hazardous substances, where contact with water is or is possible:

They're not expected.

7.Estimated total emissions of harmful substances into the air by pollutants:

They're not expected.

 

8. Wastes expected to be generated and predictions of their treatment:

During the construction, small amounts of construction waste will be formed, given that at present the property is not built. The waste will be deposited at designated landfills by a person who holds the necessary permit for the transport of waste, for which a contract will be signed.
During operation:

• Municipal waste – Will not be generated. The site does not need permanent staff.
• No other waste is expected to be generated.

9. Wastewater:

10. Hazardous chemicals expected to be present at the site of the plant/facility:

Change of IP concerns a change in the parameters of the wind turbine as follows: tower height up to 125 m., rotor diameter up to 150 m, maximum height up to 200 m. and rated power up to 5MW. For the investment proposal /IP/ for the construction of two wind generators in GO Nos. 77390.26.44 and 77390.27.70 in the land of s. Brave, common. Balchik assessed the need for an EIA and a compatibility assessment on the basis of which a decision was issued and entered into force at the discretion of EIA No 93-IP/2013 by the Director of RIEW Varna and the purpose of the properties for electricity production was changed and a building permit was issued.

In PI No 77390.26.44 with an area of 3715 sq.m., which is included in the decision at the discretion of EIA No. 93-PR/2013, a wind generator model Vestas V112, rotor diameter 112 m, tower height of 119 m and rated power of 3 MVt. The current IP is for modification of the parameters of the wind generator in GO No 77390.27.70 with an area of 4449 sq.m., and the realization of the IP is not related to a change in the purpose of agricultural land, since at present the property has a permanent purpose "urbanized territory" and a way of permanent use "for electricity production". The wind generator will be located in the center of the respective property.
The wind generator to be installed has the following main characteristics – tower height up to 125 m., rotor diameter up to 150 m, maximum height up to 200 m. and rated power up to 5MW.
The connection of the wind power generator to a telecommunications network will be done with electrical equipment and networks. To this end, it has been drafted and agreed with the opinion of the No 26-00-4653/14.09.2011 on riew plot plan of underground power line Wed. from PI No77390.27.70 in the land of the village of Brave, common. Balchik, to substation "Nona" in UI No 72624.620.23, Dobrich, which is currently built and put into operation, with the exception of the network of wind turbines subject to this IP, from GO No77390.27.70 to the GRU in 26.44.
